E-911 Project Manager/Emergency Services Coordinator
Function
Under the general supervision of the County Administrator, the E-911 Project Manager will coordinate the planning, design, installation and implementation of an E-911 system for the County. The system will be integrated into the Countys new dispatch operations center to be located in the new courthouse addition. Once completed, the E-911 Manager will ensure that the ongoing operation of the E-911 system remains in excellent working order.
The Emergency Services Coordinator will be responsible for the efficient operation of the dispatch center that will include supervision, scheduling and training of dispatch staff. The Coordinator will update the Countys Emergency Service Plan as well as work with the six fire departments and rescue squad for the coordinated delivery of services.
Problems encountered range from simple to moderately complex. Work is performed with a moderate level of independent judgement action.
Typical Examples of Duties
Develop the E-911 Project for the County, which will include the development and installation of the E-911 Emergency Response System. Responsibilites Include:
acting as prime contact and liaison with the consulting firm(s) hired to perform the mapping, addressing and other additional services as deemed necessary.
coordinating and being responsible for all public information activities as outlined in the Project Plan or as deemed necessary by the E-911 Committee to inform the citizens about the purpose, progress, and benefits of the E-911 system.
working with the County Administrator to negotiate outside services for map addressing, structure verification, database development, and other additional services as deemed necessary.
coordinate the road naming process with assistance from the E-911 Committee Members and the mapping form hired for addressing
performing research necessary to identify all existing and commonly used road names by searching historical sources, Sheriffs Department maps/logs, VDOT records and old county maps.
working with the E-911 Committee and the general public in an organized attempt to seek public input on the establishment of road names.
working with the County Administrator to procure the necessary technical equipment needed to establish the Countys Dispatch Center, and to oversee its proper installation
establishing and maintaing a road signage program
acting as the primary contact person for E-911 services with the telephone service providers, utility providers, post office, fire and rescue organizations, law enforcement agencies, local elected officials, and the general public.
working with the county dispatch personnel to integrate E-911 operations into the Countys dispatch operation.
When the system is operational, duties include:
monitoring and coordinating the successful operation of the E-911 system with the guidance of the E-911 Committee members and County staff.
maintaining E-911 database, including coordinating/establishing a procedure for assignment of new addresses, entry of information into the computer database, and making necessary updates to the E-911 address maps.
maintaing the proper working order of the Countys Dispatch Center equipment and recommend repairs and/or upgrades as necessary including tower sites, microwave, and stand-by power systems.
performing the financial management of the E-911 System, including preparation of an annual operating budget for submission to the County Administrator/Board of Supervisors.
acting as primary contact person with the telephone service providers, postal service, fire and rescue organization, consultants and vendors, etc., regarding the E-911 system.
as the Emergency Services Coordinator, manage full-time and part time personnel employed at the Countys dispatch center. This includes preparing job descriptions, advertising for applicants, managing the applicant interview process, coordinating training, and making recommendations for employment as well as preparing reports pertaining to disciplinary and job performance evaluations of the dispatch employees. It is envisioned that the Coordinator will handle center management such as policy/procedure development, complaint handling/investigation and prividing day to day supervision of the center.
working with members of the six fire departments and the one rescue squad to provide for the efficient delivery of emergency services to county residents. This will include making recommendations to the County Administrator/Board of Supervisors for fuding of vehicles and equipment.
updating the County Emergency Operation Plan on an annual basis
performing other duties as deemed necessary that will include dispatching calls to fire/rescue/law enforcement providers.
