Records Division

The Records Division is responsible for manual filing and entering data into the department’s computer system. This includes all incident reports, accident reports, arrest reports, traffic citations, field interviews, and city court management. The Records Division is responsible for the distribution and retention of all reports and citations utilized by the Kingsport Police Department. In 2007, Records Division processed 3,329 Collision Reports, 15,756 Criminal Incident Reports, and 18,180 citations and warning citations. The number of Citations written by officers has increased by 41% in 2007. In addition to the Collision and Incident Reports, 33,212 calls for service were documented on Miscellaneous Service Data (MSD) Reports and in the CAD System. Each of these are entered or audited by Records Division. The Records Division serves as a customer service point and is open 24 hours a day, 7 days a week.

In 2007, the Records Division took on the collection process of Redflex Traffic Light Enforcement System that was installed by the City of Kingsport. This is a very detailed process which includes taking payments, keeping Redflex's financial system in balance with the City's financial system. This also involves locating new addresses for invalid address on tickets and resending citation. It involves a lengthy computer download each day between the Bank, Redflex and The City's Records Management System (RMS). Also, delinquent ticket holders have to be sent certified mail- return receipt letters notifying them prior to the process being turned over to collection. There are lockbox payments and internet payments to balance and apply to the RMS system. This process entails at least four people with additional assistance from a Senior Analyst from Informational Services Department of the City of Kingsport. This has caused a tremendous workload increase for this department. It has also shown a 347% increase in monies collected in 2007.

The City Court Clerk and City Court Recorder are also important functions of the Records Division. During calendar year 2007, a total of $1,529,823 was collected through City Court. These monies were collected through the payment of traffic fines, Redflex camera enforcement citation, parking fines, and code enforcement fines.
