This site began on 6/9/2000. It was created by KPD Citizens Academy Class #13 graduate and Kingsport native Richard (Rick) H. Heppert. In addition he is also a member of the Johnson City Citizens Police Academy Alumni Association (class #19).
The KPD site is being hosted by NTELOS.NET (NAXS), and is currently using a little over one MB of the five MB of allowed user space. These pages were written/designed using HTML (Hyper Text Markup Language) code using an ascii text editor (MS Notepad). The webmaster currently uses Windows XP and IE 6.0, so it may look different than intended if you are using another brand or version Browser. However, it is the intention of this site to stick with the WWWC standards (more specifically the new XHTML standards) so that everyone can see thing as intended.
The main objective of this site is to convey information about the KPDs resources and services to the public, as well as provide links to the wealth of related resources of information on the web.
This site limits the use of animation, sound, graphics, backgrounds, frames and javascript and other code styles on most pages so that all users can see the primary information as intended. This helps keep you from having to wait for large pages and graphic files to download, and you are not required to have certain browers or programs installed.
(BTW, the eyes are less than 4K bytes!)The webmaster holds BS degrees in Computer Science and Industrial Management, is a Microsoft Certified Systems Administrator & CompTIA A+, i-Net+, Network+, Server+, Security+ & Linux+ certified, and has worked for 18 years as a computer systems engineer for a local manufacturing plant.
