Crime Reporting and Statistics In the 2004 Police Department annual report, the department reported two major issues relative to historical, current, and future crime reporting and related statistics:
- In the 1980’s, the FBI, through the Crime Justice Information System Committee, developed the National Incident Based Reporting System (NIBRS) to replace the Summary Based Reporting System. The NIBRS system was to be implemented by requiring local agencies to report their crime data through state agencies. The State of Tennessee adopted this new program by implementing the Tennessee Incident Based Reporting System (TIBRS) in 2001. Implementation of an “incident based” system increases the number of crimes reported compared to the “summary based” system – therefore comparing historical data will not be a comparison of “apples to apples”.
- During the transition from “summary based” to “incident based” in 2001/02, a “de-bugging” and learning period was interrupted by the resignation of the Department Crime Analyst and a subsequent job freeze due to poor economic/budget conditions. A department re-organization later allowed a staff member to learn and de-bug the new reporting system. That effort resulted in several findings in our crimes management software and internal procedures that showed our numbers reported to TIBRS/NIBRS to be skewed.
NIBRS/TIBRS
In this annual report for calendar year 2005, new statistical charts and graphs have been added to begin showing the statistical data under the new NIBRS and TIBRS reporting systems. Some of the historical data has been translated from “summary” to “incident” in previous local, state and federal reports to gain a benchmark picture of crime trends. Translated figures will be replaced by the new reporting system as the years pass.Readers should be aware that the FBI Uniform Crime Report (UCR) extracts from TIBRS only seven categories of crime in two groups:
Violent Crime: Murder, Rape, Robbery, Aggravated Assault
Property Crime: Burglary, Larceny (Theft) and Auto Theft
The TIBRS report includes twenty-two (22) categories of crime in three different groups, which are listed in the subsequent pages.
Internal Procedures/Application
As a result of an internal audit in 2005, several system errors were found and subsequent changes implemented to produce more accurate crime reporting and statistics.Internal procedures for “clearing” as well as reporting crime were adjusted to link case management and case clearance to ensure more accurate data submissions.
- A “glitch” was discovered in the software used to report crime and clearance numbers to TIBRS/NIBRS wherein unfounded cases were being reported. The “glitch” has been fixed by our vendor and it is suspected that unfounded crimes have been reported since the inception of the TIBRS program in 2001. An audit to confirm that suspicion is being conducted.
- Internal reviews are being conducted quarterly for quality assurance.
- An external criminal booking process between the courts and the police department jail has been modified to improve clearance by arrest.
During the transition years and the staffing freeze – inadvertent crime clearance comparisons of the FBI UCR Report (7 crimes) were made with TBI TIBR’s (22 crimes). The following TIBR’s and UCR charts/graphs now establish separation of the two, as well as establishing the violent crime and property crime separations of the UCR. In previous years, the FBI UCR reported a combined clearance rate, which is no longer reported. There are two factors that require additional attention:
- The Police Department continues to work with our software vendor and staff to fine tune internal procedures to maximize the accuracy of crime stats.
- Statewide and nationwide, the interpretation and application of crime reporting continues to evolve. Currently, only twenty-nine (29) states use the NIBRS system for reporting. Additionally, there are differences of opinion as to the interpretation and defining of reporting criteria. State audits are underway to resolve issues.
Readers should always consider that crime statistics are intended to paint a picture of crime and crime clearance rates. They are not an exact accounting of crime as can be found in balancing a cash drawer with receipts.
